2006 WVYSA County Cup Rules

2006 TOURNAMENT RULES
All games shall be played in accordance with FIFA laws, except as specifically modified by these rules.
1.)ELIGILIBITY: All teams and players must be registered with EPYSA in the 2006 season. All clubs must be in good standing with WVYSA. All teams must have a copy of their team roster at each game. All players must play two quarters in each game.
2.)SUBSTITUTIONS:
Substitution will be allowed between each ¼ of play for U-11 through U-14. In case of injury, a player may be substituted on a one-for-one basis for the injured player. Free substitutions for U-16 and U-18 teams.
3.)GAMES AND PROCEDURES
A. All players are required to wear FIFA approved protective shin guards while competing.
B. When uniform colors are similar, a sportsmanship code is expected. The opposing coaches and referee must meet prior to the start of the game to determine a solution.
C. Each coach will provide a lines person as requested by the referee; if not provided by the tournament.
D. Games schedules will be decided by a tournament committee and must be followed. Call your opponent before your first game to verify time and field.
E. All divisions are double elimination except for the FINAL GAME.
F. All age groups will play 12 minute quarters with 2 minutes break between quarters and a 5 minute break between halves.
G. All games will and must start on time. If any team is not ready at start time, it will forfeit the game.
H. All games must have a winner. If tied after regulation, a five minute overtime will be played. If still tied, a second five minute overtime period will be played. No sudden death in overtime periods. If a tied score still exists, a shootout will determine a winner. Only the players on the field after the second overtime will be allowed to take penalty kicks. The first five players will compete head to head. If still tied, then the remaining players (6 through 11) will compete head to head sudden death. If the tied continues, the shoot out will continue with the first player and continue with remaining players (if necessary) head to head sudden death procedure.
I. All games played will be official; no protest will be accepted. The referee has control of the game. Coaches will referee the game if a FIFA referee doesn’t show up.
J. If inclement weather occurs, the tournament committee will advice your club representative of any changes. It is our intention to play all tournament games as scheduled. However, if the referee decides that the field is dangerous, a SHOOTOUT will determine a winner.
4.) CONDUCT:
A. Players, coaches and spectators are expected to conduct themselves within the spirit of the law.
Be nice and respectful.
B. Coaches are responsible for the behavior of their spectator and players. Severe misconduct will result in players, spectator, or whole teams being asked to leave without entry fee refund.
C. A player who receives a red card must sit out the following game. Any team playing a RED carded player will forfeit that game and be charged with a loss.
5.) GAME REPORTING:
Coaches are responsible to report game results by e-mail to jkutza2@aol.com within 24 hours. Please feel free to also call in your game results to the Times Leader or Citizen Voice.
